Call to Order

Select Board Chair, Glenn Wiggin, called the meeting to order at 4 pm.

Read and approve minutes from previous meetings—December 6 & 11, 2023

Select Board Chair, Glenn Wiggin, made a motion to waive the reading of minutes, 2nd Jim Walsh

Motion passed unanimously.

Sign Checks & Manifest 50 Totaling $18,508.07

SB signed checks and Manifest 50.

Sign Heritage Checks & Manifest 31 Totaling $331.45

SB signed checks and manifest 31.

Sign Septic Plan for M/L 205-26 & 27.

SB approved and signed septic plan for M/L 205-26 & 27.

 

Old Business

  • Special One Time Bridge Payment/Public Hearing
    • Town received unanticipated revenue from NH Department of Transportation. One of the one-time lump-sum payments was for highway block grant aid in the amount of $11,760.39; a second one-time lump-sum payment to the Town of Stark for bridge aid was received in the amount of $34,528.18.
    • The Select Board will hold a public hearing on Wednesday, January 3, 2024 at 6:15 pm to accept and expend the funds under provisions of RSA 31:95-b, II-IV.
  • PSNH/Eversource Settlement
    • Select Board discussed the PSNH/Eversource tax abatement settlement for the 2019, 2020, & 2021 taxes. The following motion was made by Glenn Wiggin and seconded by Jim Walsh; motion passed unanimously:
      • Motion to pay the settlement with PSNH/Eversource for the 2019, 2020, 2021 abatement settlement of $14000 total in one lump sum.
    • Patty Peel will work with PSNH/Eversource to get the contract drawn up and this settlement paid prior to the end of 2023.

 

Non-Public

  • Motion to enter non-public made by Glenn Wiggin, 2nd by Jim Walsh. Motion Passed.
  • Specific statutory reason cited as foundation for the non-public session:
    • RSA 91-A:3, II (a) The dismissal, promotion or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her, unless the employee affected (1) has a right to a public meeting, and (2) requests that the meeting be open, in which case the request shall be granted.
  • Select Board Entered non-public at 4:40 pm.
  • Public session reconvened at 4:46 pm. No decisions were made.

 

 

 

Other Business

  • Patty Peel will reach out to Charlie Nesbitt to get information on new, used fire engine so we can get this added to our insurance; Patty will also discuss the process for getting the truck to Stark, NH.

 

Budget Meetings

  • Select Board reviewed and discussed the draft budget for the library with library trustee, Cheryl Nolan. Lots of options were discussed for the library; no decisions were made at this meeting.
  • Select Board reviewed and discussed the draft budget for the Joint Loss Management Committee.

  • Motion to adjourn by Glenn Wiggin, 2nd by Lisa Demers. Motion passed unanimously.

  • Motion to enter non-public made by Glenn Wiggin, 2nd by Jim Walsh. Motion Passed.
  • Specific statutory reason cited as foundation for the non-public session:
    • RSA 91-A:3, II (a) The dismissal, promotion or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her, unless the employee affected (1) has a right to a public meeting, and (2) requests that the meeting be open, in which case the request shall be granted.
  • Select Board Entered non-public at 4:40 pm.
  • Other persons present during nonpublic session: Patty Peel, Office Manager

 

 

Description of matters discussed and final decisions made: Select Board discussed an end of year stipend for the fire chief; no decisions were made.

Note: Under RSA 91-A:3, III. Minutes of proceedings in nonpublic sessions shall be kept and the record of all actions shall be promptly made available for public inspection, except as provided in this section.

Minutes and decisions reached in nonpublic session shall be publicly disclosed within 72 hours of the

meeting, unless, by recorded vote of 2/3 of the members present, it is determined that divulgence of the information likely would affect adversely the reputation of any person other than a member of this

board, or render the proposed action of the board ineffective, or pertain to terrorism. In the event of

such circumstances, information may be withheld until, in the opinion of a majority of members, the

aforesaid circumstances no longer apply.

 

Motion to leave non-public and return to public session by Jim Walsh, 2nd by Glenn Wiggin. Motion passed.

Public session reconvened at 4:46 pm.
