Call to Order

Select Board Chair, Glenn Wiggin, called the meeting to order at 5 pm.

 

Persons Present for All or Part of the Entire Meeting

Select Board Members: Glenn Wiggin, Lisa Demers, Jim Walsh; Office Manager, Patty Peel

John Ryan, Ron Boivin

 

Motion to go into nonpublic by Glenn Wiggin, 2nd Jim Walsh pursuant to RSA 91-A:3, II (a):

The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or    the investigation of any charges against him or her, unless the employee affected (1) has a right to a public meeting, and (2) requests that the meeting be open, in which case the request shall be granted.

Motion Passed Unanimously

Public session reconvened at 5 :14 pm

 

Other Business

Select Board discussed the Pump House which, according to a concerned citizen, has hazardous foam being stored in it from the fire department. In addition, the fire department has 25 gallons of oil in an old tank behind the fire station that the Town should look at disposing of. The SB will investigate this further to see exactly what the product(s) is/are and then try to find a solution to dispose of said materials.

 

Select Board reviewed a proposal for engineering on Leighton Meadow Bridge. The Board will review this proposal and discuss further at their next meeting.

Public session reconvened at 6:16 pm

 

Lisa Demers made a motion to hire John Ryan onto the Public Works/Highway Department, 2nd Glenn Wiggin.  Motion passed unanimously.

 

Select Board discussed equipment with road agent, Ron Boivin. Discussed putting a guard bar on the sander and securing fiberglass whips to the guard bar for guides when backing up.

Motion to adjourn Glenn Wiggin, 2nd Jim Walsh. Motion passed unanimously.

Motion to go into nonpublic by Glenn Wiggin, 2nd Jim Walsh pursuant to RSA 91-A:3, II (a):

Description of matters discussed and final decisions made:

Select Board presented Mr. Ryan with an offer to join our work force on a part-time basis. The SB is offering Mr. Ryan 8 hours a week, on Wednesdays, to work as a Public Works/Highway Employee. Mr. Ryan will work with road agent, Ron Boivin, to learn the plow routes and to become familiar with other Town equipment and the facilities. Mr. Ryan is also a licensed Solid Waste Facility Operator and will train at the Transfer Station and help when needed.

Entered non-public again at 5:41 pm pursuant to RSA 91-A:3, II (a). Motion by Glenn Wiggin, 2nd by Jim Walsh.

Motion passed unanimously

Description of matters discussed and final decisions made:

Select Board discussed with road agent, Ron Boivin, the hiring of John Ryan to the Public Works/Highway Department.  Ron will work with John on road maintenance and other jobs required by the highway department. The SB emphasized the need for the road agent to take on an administrative role, delegating work to Mr. Ryan on the days he works for the Town.

 

Motion to leave nonpublic session and return to public session by Lisa Demers, 2nd by Glenn Wiggin. Motion passed unanimously.
